The author obviously has no idea of how prefetch really works. The author has suggested a method of solving a problem that does not exist, and in so doing creating a problem that is very real. The description of prefetch above is almost entirely wrong. 

Prefetch files are used to optimize both boot and application launch times. Do not deprive Windows of this valuable resource. The contents of this folder is closely monitored and controlled by Windows. There is no need or benefit in manual intervention.
